Cooling fan sequence 1994 GP

My 1994 GP SE 3.1 engine seems to run a little hot 235F while idling with AC on. I never see fan#2 turn on. Fan#1 (driver side) does run when I turn on the AC.
My question is, "What is the sequence of operation for the two fans?" I understand that w/o AC the Fan#1 should come on at around 225F and then the fan#2 should come on at 235F. Firstly, is this true information?
However, with the AC on should both fans come on all the time at an idle? I know the wiring, relays to both fans, and fans are alright. In fact if I pull the relay for fan#1 with the engine running with AC on, the second fan will turn on. I plug the relay back in and only fan #1 will continue to run.
Any suggestions? What is the correct sequence of operation?

Your #2 fan should come on if the A/C control is set to max. You have the basics correct as to when the fans should come on temp wise, so you may have an issue in the wiring between fan 2's relay and the ECM. The underhood relay centers on these cars are prone to corrosion on the underside.
