1994 Cavalier plactic steering colum cover

I was just wondering if the black plastic piece that covers the steering colum actually comes off or if I have to remove the steering wheel and just slide it off. I know there are some bolts on the bottom of it but on the sides it looks like a clip kinda piece that holds the two halves together.

well I just took mine apart on my '99 and I had to undo the 3 bolts then the plastic piece came apart in two halfs. they are clipped together all you have to do is give them a pull and they will seperate. top top half of it will just come right off, but for the bottom half I couldnt get that off.
