99 cougar fuse problems

99 cougar keeps blowing 20 amp fuse. causes car to die in place and head lights wont work. replaced fuse when it went dead, with head lights swith in on position, went to start and fuse blew again. towed car to garage replace fuse car started. i am thinking its a short in a wire not and alternator.
