91 Column overheat

When I run the blower on high in my 91 B250 the bottom of the steering column gets hot, very hot. We had a 91 New Yorker that done the same thing. We just traded it in, so I never found out what caused it. I know this, the bottom of all the steering columns at the junkyard have a melted mark on them from the wires getting hot, so it isnt just mine. Anyone had this problem or know a fix for it.
