94 steering column shifter

My shifter on my steering column has recently become very hard to shift into any gear. The tranny itself shifts fine once I'm in drive. Can anyone advise me on the problem.

Either the external linkage is binding or it's possible the cable is frayed and binding internally in it's insulation.
