95 tranny question

have 95 wagon 4l60e tranny. shifts down to drive after 20 or so miles. can this be modulator or 3-4 solonoid. can the solonoid be accessed without removing tranny? i changed fluid and filter no metal in fluid. i have a lift. and lots of tools. jeff
