Power to diagnostic link

I have a 2001 E150 with 5.4 engine. My engine service light is on but when I plug in my tester to the diagnostic link , there is no power to the terminal that is supposed to supply power. Can anyone tells me where the power comes from, fuse, circuit breaker ????
