Torque converter clutch solenoid problem??

i checked the power to my torque converter clutch solenoid and the wires dont have battery voltage when the key ignition is turned ON

what should i do now

im getting code 37 on my check engine

and my engine is stalling and not idling right


if this makes sense to anyone please give let me know i cant make sense of this this. i am checking the lines for shorts cuts breaks

maybe the relay is bad? im not sure yet
