ok, i really don't know a whole lot about cars, but i would like to add some power to my 93 ford ranger, i can't find cold air intakes and i know they are the simplest way to add a little bit of power.... what esle, if anything can i do to this truck......

A flowmaster exhaust. A K&N Filtercharger. A turbo kit.

my biggest obsticale with upgrading the truck is that i am short on funds..... so i need something i can do fairly cheaply just to add some power and/or gas mileage......

Just get the K&N Filtercharger for it. If that's too much then there is not much else.

kk thanks much my friend, i think that exhaust you suggested and the K&N filtercharger are good ideas, i friend of mine is gonna help me custom make a cold air intake, thanks for the help......

You'll get more w/ headers as oppose to just just replacing the muffler. Bigger exhaust pipe will usually create a decrease as you're messing with the back pressure. Intake should help some. If it's a 2.3L, turbo is more practical by just swapping in a 2.3T from the junk yard. They have harder internals, and you can get everything you need for the swap. Turbo is probably going to be the best route without digging into the internals of the engine, but still going to be somewhat difficult.
Usually adding power doesn't go hand and hand with better fuel mileage. To get more power, the engine must have a greater demand for air (cam/stroking), or some third party physically putting it there (blower/turbo). Since it's EFI, you can reasonably increase the air and the ECC will compensate the injector timing, but there's only so far it's been developed to compensate for.
