More like the second sound you spelled out. The whines are generally single toned, come in early, and slightly increase in pitch all the way to redline. Not as loud or flashy as a turbo, but still intimidating, especially when you hear one on a passing ZR-1.

Oh yeah, here's a good example:
A lot of the big rigs and buses make a similar noise (but not the hydraulic pressure release sound which morons seem to think is a blow-off valve).

I've got a '01 Celica. Kinda wish I waited another year for the WRX. Those things look like some sick ass fun.

BUT I must say the WRX would be the shit!!!!!!! Celica is still a nice ride

Turbo that Celica! I believe there is one from XS engineering. Get TURBO magazine, they have it featured in there.... that's where the fun begins!

Yeah, I've been looking into the XS turbo, but damn, if I'm going to spend a few thousand all at once, it would have been the same as getting a WRX in the first place and the turbo would be part of the payments instead (ahhhh... sucks x 10). But then again, a turbo Celica would be pretty fun too.. But then again again, Suby all-wheel-drive is even more fun. :p
