How do i know when i need alignment?

When i break, i feel the vibration from the steering wheel, is the out of alignment or out of balance?
I also noticed some noise few days ago, but check under the front axle didnt see anything wrong. what else should i check?
Last thing, how do i lube civic? i didnt see any grease fitting like GM.

Sounds more like warped brake disks. When was the last time you did your brakes? As for the lube, you don't need to. Things like ball joints on Civics are all sealed.

Your rotors, or brake disks (as mentioned above) are warped and need to either be replaced or resurfaced. I would have a brake shop (or yourself if you feel competent) replace your rotors, and also check your pads. I wouldnt resurface your rotors if i were you though, I would just go to autozone and pick up cheap rotors instead of going to a machine shop. Good luck with the brakes.
