What did you do to fix it?

It was the fan resistor. Part # 4720046. It was easy to replace, I read the schematic and followed the circut to the dead resister.

Granted this is based on a 1996 jeep cherokee sport model with the 4.0.

Anyway I had a similar problem and for 3-5 relays they were defective and would get stuck closed and so the fan would run. I had to pull the relay from the fuse box in the eingine compartment but after I got the 5th relay it works fine and that was 3-4 years ago. Also after having to replace the relay so many times after the 3rd relay the dealer did not charge us for #'s 4 and 5. Just in case it happens to anyone else it may also be that.

On the 95...The relays have no effect...You pull em and it still stays on. It was the resistor modual down by the heater fan motor.
