ATC problem on '94 LHS

I have a problem with my A/C on a 1994 Chrysler LHS. Randomly the blower motor will turn on and blow out heat through the dash board. Pushing buttons will not do anything unless I unscrew the ATC and kind of squeeze the module and press buttons at the same time. At first I though it would be a faulty ATC however, when I remove the ATC and the A/C fuse the blower will still turn on to high heat. Of course I can remove the blower motor fuse and it stops but then I have no A/C. It's HOT! here in Arizona. I ran the self diagnostic on the ATC and it came back with an error 31 which says it's an "ATC recirculation Door Stall Failure"...What exactly does that mean?
