getting the best speed performance - 88 cutlass ciera

Right now I can get a time of 9.26 seconds going from 0-60. I went to bring this down.

1) Would a higher octane-rated fuel help out? I use the standard 87 right now, would 89 or 93 do any better?

2) Would a rear-wing do anything for me?

3) I notice that when I floor it and the tranny shifts from 1st to 2nd, I'm going 50, and the shift is smooth, but it just sticks at 50 for about a second, then takes off again. What might be doing this, do I need to take my foot up a bit so it shifts earlier and hopefully won't stick?

I've already done the usual fuel system cleaner, air filter change, etc.

Any inexpensive advice would be appreciated, thanks :)
