PC doesn't turn on

I'm posting this for a friend.
Whenever I turn on my pc it works fine, then I turn on the monitor..nothing on the screen appears. But the power light for the monitor just blinks, it's not the monitor because I've try it on another pc and it turns on no problem..everything works fine.
I opened up the tower and check if it was a cooling problem, checked the fans.. all spinning. I'm stumped, please help

bad video card?

yes it is most likelly the video card. There is also a smaller posibility that a major component failed cpu/mem/mobo and you cannot even post hence no image on the screen.
borrow another video card and try it out

long update sorry, turns out the mother board went bad. Along with the floppy drive, along with both cd drives due to a big power surge lol. well she got a new computer, thanks guys
