Oil Filter Mount & O2 Sensors

My Sister-in-law has a 2000 Avenger with the 2.5L Mitsubishi engine.
When someone changed her oil, they stripped the threads on the center spindle where the filter mounts.
Her son changed her oil after this and the filter actually blew off when the car was started.
We finally got the filter past the stripped portion of the spindle but I would like to change the oil filter mounting bracket.
Does anyone have any information on how to do this? Also, I cannot find the torque specs for the mounting bolts if anyone has that.
I appreciate any help anyone has to offer.
As far as the O2 sensor, her check engine light came on and she had the code read. She said "they" told her it was the O2 sensor. She called a Dodge dealer and someone there told her that there are (4) O2 sensors on her engine.
Does anyone have any info on that also? Where they're located,Are they all the same, Can you troubleshoot them to determine which one is bad???
