Voltage Meter Keeps Spiking

I have a 98 Expedition whose alternator went bad. Had the alternator rebuilt, but then the voltage started spiking. The alternator shop went ahead and replaced the voltage regulator. Took it home today, still spiking. Scared to drive. Do you know anywhere I could look for a solution?
