So i just picked up my '96 neon expresso and im looking to do some performance modifications. From what i understand the quickest way to get power and great sounds would be from a cold air intake and cat back exhaust system. For the intakes i have been looking at the Iceman and the F5fujita and have really now clue about the exhaust system. What would you guys recomend? My friend had a Borla exhaust system on his civic and it sounded awesome...would that be a decent choice?

CONGRATS ON YOUR NEON!!!
The 1st mod is usually the CAI and the only true one out there is the Iceman, unfortunately they went out of business. I can get a used one for you for around $170 shipped to you.
For the exhaust, if you have a DOHC then you won't see much gains, if any, from a cat-back exhaust until you do some serious engine work. If you are going for looks then by all means, go for it. The stock piping is 2.25" from the factory and flows well. If you have a SOHC engine then you might want to upgrade the muffler, stock on SOHC is restrictive.
Take a look at Modern Perfromance (http://www.modernperformance.com/dcx/PL95_index.shtml) for engine, suspension and whatever else you need. They are great to talk to and have alot of knowledge about neons.
Do you have an auto or manual?

If you have a Sohc, you can replace the muffler (even with a junkyard Dohc $5 one). You can add a CAI and top it off with a MP or AFX controller. That will get you about as much power as you are going to get cheaply. It starts getting expensive after that for not that much gains.
Or, save your money for a while and go Turbo. Interesting fact I ran across a while ago, if you swap a Dohc head onto a Sohc engine, you will reduce the compression from 9.8 to 9.2, perfect for a turbo. Anyone know of someone whom has tried this poor mans method of reducting compression?

And its the sohc engine...so i should just get a different can?Since you have an MTX, you can upgrade to aa ATX throttle body, it's 52mm as opposed to the MTX's 49mm. A cheap upgrade for about $40-$50. You can make your own 3.0L intake...do a search on here, there are some instructions that I have posted.
I'm not sure what you mean by a different can...

And where can you find a used Iceman CAI.Aftermarket throttle bodies are worth it, but they are either 55mm or 60mm and you won't see any benefits from that until you do some serious engine work. Also cost, why spend $250 on a new one when you can get good benefits from a $50 used one?
I have a used Iceman that I can sell you for $170 shipped to you if you'd like. That includes the filter, tube, and battery tray. Let me know if you are interseted.
I will try to find a link about the 3.0L intake mod.
