'89 LXi A/c problems

So here is the problem...The A/C in my '89 LXi does not function properly. When the a/c switch is turned on, the cooling fan engages, but the compressor does not cycle on. I have checked the diodes and the pressure switch and both check out ok. I have also recharged the system to proper levels but it would only take about 1/3 of a can before pressure was around 50psi. The pressure also holds at that level. Any ideas?

Fuses?

I wish it were fuses...checked 21 22 5 9 12 fuses as suggested in the shop manual. Also just checked the a/c clutch relay and it was good....:banghead:

Then it could be the clutch itself.
