Ported split port heads and intakes, a agressive cam, and all the accessories for a split port swap. Then bolt on's, gears, and a 4.2 depending on how much you want to spend.

check out http://www.supersixmotorsports.com/ for a set of heads or a power pack, you could also get a M90 supercharger off of a t-bird/cougar, that will put you in PI GT territory with just that on stock open diff and tires, you will however need atleast a GT take off exhaust for back preausre, and i would get the heads done even if you dont buy new ones by having them milled and replaced with MLS headgaskets from RPM-mustangs.com

the M-90 swap could be anywhere from $200-$800 from a junk yard and the heads would be around $800, again if you do the work yourself, then get a detroit true trac $400 and a set of gears $200, and thats anywhere from $1600--$2000 and you should atleast be in the mid to low 13s, thats faster then a s197 GT
