fender bender question

ok well yesterday i backed in to a 1999 honda civic 2dr hatchback and i barey hit his bumper but he shows me these 2 paint marks by his lights that are bolth cracked in the same spot on bolth sides and claims these paint defects are from me hitting him so wat i want to kno is their a defect with paint that causes it to crack because i dont think a light tap does that espically since my vehicle didnt even have a mark on it so i think this guy is up his ass

i've noticed that oem bumpers that are from factory and never been repainted tend to have flexible paint that bend with the bumper and don't crack. on repainted bumpers a small hit will crack and scratch off paint from the bumper.

well its kinda weird how their on bolth sides of the car right beside the lights and thats weird for its identical on eachside usually seems like a paint defect
