350 police engine - Worth buying?

What makes a police engine special? Is it just the cam and heads?
I have the opportunity to buy an 88 police 350 that has been cleaned and prepped (align honed) it comes with rods/crank/bearings/cam/lifters/oil pan the price is $450 is this a decent deal? I'd still have to buy heads, pistons, timing, intake, EFI, etc to finish it this could get expensive... is it worth the hassel or should I just buy this 95 LT1 takeout with 65k miles for $1500 including engine/tranny & harness????

Not sure about police motor but Ihave A 92 chevy 1/2 ton pickup w/ a 350 w/130k run's great w/a700R4 trans that I want to get rid of w/ computor and wiring harnes. 1500.00 for motor trans computor and harnes Leave reply if interested.
