The question I have is whether or not the v-tech engine has the zero tolerences like the older Honda engines or not? As in when a timing belt breaks

Honda doesn't make a v-tech engine.
But if you're asking about a VTEC engine, then yes, they are pretty much zero tolerance. From time to time you can get lucky and if it breaks at low rpms you can get away with just rebuilding the head, but generally if a timing belt snaps, the thing's done.

When timing belt brakes interference engines suffer irreversible damage almost always. Non interference engines get out pretty easy. Accord is equiped with the interference engine.
I have a file that list cars with interference/noninterference engines, but cannot find the way to attach it to this message.
