1999 caravan cruise and horn will not work

The cruise control and the horn on our 1999 caravan quit working. I checked the fuses and they are good. I noticed that there is no fuse for the cruise. Any advice?

usually the clock spring is the cause of this.IIRC I think its under recall from the dealer.Might want to phone them to check.
