89 lebaron Bad Idle/vacuum leak? thoughts?

89 lebaron 2.5 L turbo 3-speed automatic convertible
So, my check engine light is on, the car either idles too high or too low, it varies, its got all the symptoms of a vacuum leak and its vacuum is around 16 psi when it should be closer to 20 psi. When I step on the gas it'll putter like a vacuum leak(rev high, cut, rev high, cut, rev high...) I trouble shot the vacuum lines and found nothing. So it may be leaking at the intake manifold gasket.
Could it also be loosing compression at the head gasket? I have an oil leak I thought was a cam seal, but I replaced it and the leak is still there so, I think it is the head gasket leaking a little. I also heard my waste gate could be seizing up.... thoughts?

i also have a 89 turbo and i think im having the same problem as you. it sounds like all the same sympyoms to me but i get no boost what so ever and i have really bad idlind problems and can hear something rattling when i rev it up then let off the gas. i am taking it in next week so i will find out and tell you about it

reminds me a little of a bad MAP sensor, my 2.5 TBI ran ugly with a bad one...

Spray along the intake manifold with carb. cleaner if you have a vacuum leak the engine will smooth out. Pinch the hose to the vacuum brake unit with channel locks . Spray around the base where the injector sits on the intake. Repair any vacuum leaks. A throttle position sensor cause idle problems.
