Please help - 91 teg won't start :(

1991 Integra is having problems starting. Just had the starter replaced a few weeks ago and a new battery, now it's making a fast juh-juh-juh-juh noise when you turn the key. My book says it may be a fuel injector problem. I've heard Hondas have problems with the relay coming apart in the heat, but I've not noticed this being a hot-day-only problem. If you try twice with no luck, then leave it for a few minutes, it always starts the third time. New spark plugs? Put in fuel injection system cleaner in the tank? Any thoughts most appreciated! Thanks!

It does sound like a main relay to me. Next time that it does not start turn the key to the off position for about 15 seconds then turn to the on position( dont hit the starter). When you turn the key the on position you should hear the fuel pump run for about 2 seconds.

I just went out to the car, turned it to II and heard the pump come on. When I tried to start the car, it started right up. If I don't hear the sound when turned to II that means a new relay, eh? Thanks for the tip!
