95 intrepid very hard to steer

i hope someone can help me with this problem dad has a 95 dodge intrepid and it has gotten very hard to steer. i had him change out the power steering pump and same problem. can anyone help me out with this he lives a long ways away and i need to get some parts from salvage yard when i visit him but not sure what it could be thanks
