Another Fuel Pump Question

I have 88 Ranger with 4-Cyl fuel injection engine. I noticed when i swith on the vehichle, I can hear the fuel pump. Should the pump eventually stop after it builds pressure or does it run continuously?

Look at the fuel regulator, if it has a return line, the pump will run continuosly.

However, i think i may have other problem(s) too.
I have done a TON of work to the truck in attempt to get back to working condition before getting rid of it. However, now my symptoms are:
1) Hard to crank
2) When finally cranked, runs EXTREMELY rich
3) No power to even move truck.

In order to get to even this point, I have checked timing, changed fuel pump, changed distributor and cap and rotor button, changed timing belt, changed plugs and wires, checked compression.
I assume that my check enine lamp (CEL) is not blown and is working, although i haven't seen it come on at all.

Does anyone check the OBD 1 codes for free?

They are easily done by inserting a jumper underhood and watching the CEL lamp and counting flashes.

Some models don't have the CEL lamp, and a voltmeter is necessary.

Do a web search for EEC-I (EEC-II, EEC-IV) code testing.

according to the forementioned link, my regulator is the one in figure 2. i have replaced it recently as well. other than checking the PSI, is there a way to tell if it is functioning properly?

i have performed the test to see if i have any codes.... either it is not working on my truck or i have no codes at all.

still running extremely rich and has no power... most attempts to move the truck results in stalling the engine.

does anyone know what the cyl. psi is supposed to be on the 2.3L engine?
i'll do a compression check (again) and reverify.

anybody else have any ideas? i mean there is not a whole lot of stuff on this engine so it can't be too difficult to fix once the problem is found.
