Need more diagnosis. Have you downloaded the 2000 Factory Service manual?
Someone has PDFed it and you can download it...do a search. I use it all the time.
First thing to check is the AC circuitry: relays, connections, etc..
Then get some gages, maybe the R134A is low so the pressure switches are keeping it from coming on due to low pressure. It is designed that way to prevent damage to the compressor. You might need to jump the compressor clutch to get it going to take a reading.
The AC recharging thing has been covered quite often on this forum.
Sorry, ...just read that yu have a Grand...that is a different forum and is slightly different from the XJ model.

First is it auto or manual air/heater controls?
Before throwing parts at if check it out.
Check all wiring and fuses and connections.
Does the air compressor quit when the blower quits?
And remember cry uses a ground to turn all air/heater cortrol circuits.
Alll except at the compressor, one side of it is grounded and power is feed to other side by grounding the compressor relay
