iroc still dont start sometimes, help please

Ive been here back and forth for a few months and added alot of new diagnostic tools to my garage to no avail. 1rst its an 89 iroc tune port 5.7(hence my name)weve replace the ecm twice the tps the pickup in the dist, the ignition control mod, iac the vats cylinder, and a hand full of relays oh yeah the maf too and full tune up. Ive bought a gm shop manual and recently a snapon mt2500. theres no ryme or reason the car starts sometimes and most of the time dont, but if you spray a little carb cleaner it will fire up and I mean just alittle. the noid light on the injectors does blink but alittle weak till its running. the tps is at .54volts, ecm is readinig rpm when cranking the fuel pump is running when cranking fuel pressue is 42psi, now all that said 3 ?
1 the prom id reads 541 is this right?
2 the injector pulse does not read during cranking but after it starts its between 1.5 and 2.5 is this right?
3 is it too lean or what?
