I just bought an HKS VPC and had a question about it. I was wondering if I was going to need to have the car dyno tuned after installing it, or if I could just buy a chip from HKS for my specific mods and run the car like that.

The HKS VPC simply replaces the AFM.
It is not a tuning device per say.
You should be able to install the 2 sensors, plug it in and go driving.
Unfortunately, they have earned the name "Variable Performancee Computer" as they tend to create more problems than they resolve. You can expect to see idling issues and near zero gains in performance.
Simply put, it does not do much for you.

Is that maybe why they've been discontinued? Also, can someone direct me to a website that has installation instructions? Doesn't look to hard but I'm still not sure about a couple of things.
