1991 300D AC Blower works sometimes

How do you find out the cause when the blower sometimes works and sometimes doesn't work? More times it doesn't.

9 out of 10 times it is the blower regulator that would cause blower problem. I think that you have to remove the wiper sysem and the blower to get to it.
