There are no "outer" axle seals. On a 95 there is a seal on the drivers side that is located just outboard of the carrier bearing. On the passenger side the seal is located just outboard of the axle disconnect housing. If either of these seals are leaking, grease will drip from the end of the axle tube. The drivers side seal is called an inner axle oil seal, the passenger side is called axle oil seal.
There are plastic dust shields in the ends of the tubes but they arent grease seals, all they do is keep dirt and crud out of the tubes.
Your YJ doesnt have control arms. It has a trackbar or panhard bar that attaches to the drivers side frame rail and passengers side axle tube.
