Headlights not working

My headlights (hi beam or low beam) and foglights are not coming on. If I pull back on the turnsignal, the passing lights do come on so long as I hold the lever back. I've checked all of the fuses under the dash and also under the hood on the drivers side and they are fine. All other lights are working normally. I replaced the switch but this didn't fix the problem - Does anyone have any ideas? Since the passing lights do come on, my thought was that the relay must be working - or does the multifunction switch completely bypass the relay indicating that the relay isn't working? I haven't found much information on the headlight relays (other than 'take it to an authorized service department' which I'd rather not do). I believe they are located under the oval panel on the top side of the dash on the passengers side.
Any help appreciated before I spend more money on parts I don't need . . .

Your multi-function switch is bad the turn signal switch. Your headlights run through thisd mine failed a couple months ago. It cost about $100 and is easy to replace

I agree with BMW, it's more than likely a multifunction switch. You may pick up a haynes manual and see if it has wiring diagrams so you can check power in and out before replacing the sqwitch, but the multifunction switch on those is a very common problem.
