With the ignition off disconect the A/C cluch at the wiring harness and put a new fuse in, see if the fuse pops again.

Sorry to bring back this year old thread but I'm having the same problem, the under-hood fuse will blow sometimes instantly when the AC is turned on, sometimes only after I start driving. I can turn the AC on and start the car and it works fine and is ice cold, then the fuse will blow and it will just blow hot air. I've inspected the relay and it appears fine, and the connectors at the A/C compressor also looks fine, I'm not sure what to do. Which connector is for the A/C clutch?

Remove trim from around AC Control head. Remove contro head from dash. You do not need to remove all the vacuum hoses. Open control head carefully. You will then be able to see the circuit board.
On the circuit board there are a couple solder pads that the fan control and
blend outputs rotate on. Using a pencil eraser clean these contacts off. This should eleveate your problem. I had a 1996 Malibu and this worked excellent.

I just did the fix this morning. I used a pencil eraser, then a cotton swab with alcohol then put some graphite, using a pencil, on the contact pads. The only problem I had is that one of the plastic stubs that holds the fastener for the fascia piece broke. I glued it and it seems to have held. Not a big deal. Everything is held tight.

Whole process took no longer than 20 minutes. Pop the little piece off around the ignition key first. The fasteners for the larger fascia piece that covers the whole center area are as follows. Two near the ignition key area, one upper RHS, one lower LHS and RHS.

The circuit board is held in by two small clips at the top and bottom of the board. Press these in and the board comes right out.

Hopefully this will work for me. The track record on the fix is very good.
