Astra seat belts during a crash

Hi Guys

I have a quick question about driver side seat belts.

My friend rented a 2005 Opel Astra in Poland while on his trip. It was probably the low end Astra. Anyway during the trip he was rear ended by a truck, unfortunatly. My question is that the passanger seat belt worked and his passanger was ok, but my friend's seat belt did not work and he hit the stearing wheel with his face. Has this happened to anyone else?? Are the seat belts on Astra faulty?

Did your friend do anything to follow this up with the rental company?
