problems with AC

hello my problem is that when the automobile this in movement the AC cools well but when the automobile this prisoner in a traffic light the AC does not cool already they changed the expansion valve to him and the problem is not corrected my automobile is sunfire 1997 2.4L automatic transmission please help me :frown:
