Ok they must have added the E-brake pull for dramatic effect because I don’t see how pulling the E-brake would send the car up on 2 wheels.

I don't think so... I think they're just yanking the wheel hard with a lot of momentum. They're only doing it at relatively high speeds in cars with a high center of gravity.
