tire/strut rubbing

I have just purchased a 95 G20T and noticed that there are small rub marks on the plate that holds the bottom of the strut spring (rear struts). Obviously, there is minimal clearance between the tire and the strut. It has 195/65-14 tires just as the label says it should have. The tires appear to be unharmed. Anyone know if this is normal?

could've been from someone using wider wheels/tires before they sold it.
