Rust

Does anyone know how to remove rust without having your vehicle professionally sandblasted?
I'm worried that if I just use a wire wheel to remove the rust and then spray on an undercoat that I'll trap moisture underneath and make it worse. I don't have a booth where I can crank up the heat, so I need to find something more practical.
I've checked several websites and there are tons of products out there. I don't know which ones are good and which ones are a waste of money.
Thanks in advance!

In my experience on small areas I have always used a wire brush and then a blowdryer to dry it. I have never had any problems with it returning.
