What would cause idle to go from 800 rpm then comming to a stop at a light the rpms sometimes jump up to 1800 rpms and stay there?

idle surge, very common
look into replacing the ISC motor, check it first though. If you don't want to spend the money though, you can always just unhook the TPS and adjust the idle via the BISS screw
personally, I tinkered around with DSMLink and I got the idle the way I want to be.

But how come it did not idle surge like that before i rebuilt my engine? Is it becasue of all the sensors i did away with?
And tinkering around with my dsmlink, wow!!! i have alot to learn

could be the sensors, could be anything. The procedure for checking the ISC motor is in the vfaq, worth a shot.
I'm not sure if you were being sarcastic about the link comment, but there are some options under there like simulate idle and stuff. I just tinkered with the settings til it held idle.

yeah, even though there are a lot of settings the learning curve is actually very small
