GM power window motors have a thermal limiting switch built in. When the window operation gets like that it is a possibility. Especially sensitive to heat and cold. If the motor has a high current draw due to possible binding or just flaking out the limiter will trip and cut off motor power. And then the windows will start working for a while.
Basically, it is an automatic resetting solid state device called a PTC. Positive Temperature Coefficient. It is a circuit breaker in the form of a thermistor (thermal resistor). The thermistor increases resistance as the temperature increases and vice versa as the temperature decreases. A PTC is used to protect the power window motor in the event of binding, high current draw, etc.
