How much is it blowing out? A little is normal, but if its all out blowing at full capacity, than there is probably something wrong, but if its just blowing a little, its a common issue with every gm car ive driven.

Climate Control Always Blows Air Out The Defroster And Floor No Matter Where I Set The Control ?????
You may have no vacuum getting to the programmer box inside the car for regular or automatic temp control air conditioning. You need to check your air tank under the right front fender and see that it's not cracked and holds vacuum and that you've got vacuum to the line at the tank.
Beyond that it's check inside the car. Take off the hush panel above the passenger's foot. Look for the black tube coming from the engine compartment at the right side and a connector to a violet line that goes to the programmer box. Pull apart and check for vacuum there. Then check to see if you get vacuum to the different vacuum motors that move the vanes inside the box to change the air flow.
The problem may be the rubbery plastic connector at the programmer corner with 6 lines or some. The little rubber nipples inside collapse and block vacuum. It seems to affect the dash air vents because the one failing is the vent that closes off the defroster and forces the air to come out the dash vents. My car had some air coming from floor and defrost. i could teest changes with the buttons on the control.
I replaced the connector by using short pieces of 1/8 inch gas line. Note the colors of internal and external tubes that connect at the corner of the programmer box.

i have a 1997 lesabre my heat/cool controls work but not the flow control as i call it. the air only comes out at the floor and the defrost. everything worked fine before i put the new evap core in. i had seperated the vaccum lines cuz i thought that whole programmer needed to come out too and broke 3 of them one being the pinkish one that has vaccum all the time. i fixed all 3 and still nothing works any better. it blows nice and cold or hot if i wish but not out of the vents or just the floor or just the defrost. what could be wrong. everything is plugged in and i have vaccum at the pinkish line

Where did you break the lines? There should be violet carrying vacuum iinto the prgrammer box, Blue going to the valve that switches between defrost and AC vents, white turns on heat to bottom only, and green centers the vacuum motor with the white to give bilevel, and orange goes to the recirculate valve.
Since you can modulate the heat and cold, that suggests the programmer box is operating okay and is connected to the control panel okay. Are you able to switch between defrost and heat and hear the motors pulling the door? Otherwise you're ready to troubleshoot each color with vacuum from the motor and pulling each tube to see if you get vacuum when you switch the proper button.

i broke the lines right at the connector where the vaccum lines enter the programmer box. a black connector with black rubber nipples that goes into a clear connector with the holes for the black nipples to go in. 3 of the black rubber nipples broke off inside the clear connector. i dug them out and forced white vaccum line couplings into the black connector so the clear part will still connect up to the lines like it used to. now the only line with vaccum like i said is pink not violet. and none of the other lines have vaccum at all no matter what buttons i push. so what could be up with the programmer. how can it be working ok if these lines have no vaccum.

also i cant hear or see anything happening when i press buttons on the control besides the heat/cool selection.
