Fast Idle Thermo Valve

Ok so I took my car to Acura to get a diagnostic because it was looping while idling. They determined that it was the FITV. But get this... they want to charge me $400! to do it. Now, I know that this job could not take this much labor right? You should just be able to un bolt the old FITV and install the new one. However they are saying that they have to adjust the timing after they change the FITV. Is this true? or are they BS'in me. The car idles fine more or less when it warms up and disengages the FITV. If this is true, is it possible that I can set the timing myself...I assume they are talking about the ignition timing so I think that has something to do with the distributer.
