Sanding between base and clear

Ok i have a question is it ok to sand the basecoat before i put the clearcoat on. And one other thing. I tested out my clear coat on some scrap metal and when i spray it it turns white'ish.

Ok i have answered this like a million times..
You can sand between EVERY coat of paint that you do, from the primer, to the base, and you can even wet sand the clear coat, but when wetsanding the clear.. use 1200-2000 gritt sand paper... This better be the last damn time I have to answere this

Dont sand if its a metallic.

Im painting with a pearl color and it said not to saind in between coats but it didnt say you could sand between the base and clear. And im sorry for posting so much. Its just that im a begginer at all this. Sot thanks for all your help.
