steering seems hard, possible power steering issue?

i have a 93 cutlass, and it seems harder to steer, sometimes it's easier, sometimes its harder, i added some more fluid, and it felt better, but then over a short time, it got harder again, im not loosing fluid, but it is kind of old, and has like a burnt electronics smell to it, is my pump going bad? or should I just flush all the old fluid and refill with brand new fluid, and how do i flush it anyways, is there some sort of precedure for it, or do i just take off a hose? I really dont like having to work to turn my car, its not very hard, just harder then i think it should be.
