My speedometer needle, while accelerating, and kinda of when de acceling(hard to tell lol) It will still go up and down accuarately , but it kinda "wiggles" up until around 40 MPH then its solid.

Whats up with that?

Lubricate your speedometer cable.

Can I do that from under the hood, or do I just take the dash out and lube it that way?

You'll need to pull the gauge cluster out of the dash and then disconnect the speedo cable from the speedometer. Grip the cable and pull it out clear of its sheath. Use a little wheel bearing grease (just enough to LIGHTLY coat the cable) then put it back in its sheath, ensuring it fits down all the way (indicating that it has properly indexed with the transmission speedo drive gear). Put the cable and sheath back onto the speedometer, making sure it's fully seated and put the thing back together.
