Been looking at another 95 Accent

So I saw another 95 Accent for sale. This one is 500 bucks. It needs a small amount of body work. I called the owner and she came down with the keys. I fired it up and it made an awful racket. It was making a fairly loud clacking sound and seemed to be running rough. I took it out for a spin and it seemed to be hesitating if I hit the gas, and I think I saw some bluw smoke trailing behind us. I didn't go too far before I pulled over into a small parking lot. My dad was with me and he went around to the back and told me to hit the gas a few times. The engine looked to be running a bit rich, and there were small bits of carbon on his hand. Ok, so we get back in the car and drive it back to the owner's house. On the way back it was running a lot better, but still seemed to be a very slight bit of hesitation. However, there was no more clacking, the engine was running much smoother and didn't show any signs of running rich. Maybe it needs a good tuneup, oil change and a nice flogging on the highway? The brakes on the car are good and strong, the suspension is surprisingly good and the clutch is in good shape too. From what we could tell, it only needs a small amount of body work, maybe a day at the most. I noticed 2 small things about the car when we got it back to the owner's house. The window washer motor doesn't seem to work, and the blinkers don't work either. The car has 140000 miles. Any idea what's up with the engine? Do you think it's worth 500? I could probably get 'em down to 400 since it needs some work and the safety inspection expires in a month.

One more Q: Is a 95 Accent OBD1 or OBD2?
