When you say it will not turn over are you suggesting that the starter will not spin the engine or that it does crank but it will not fire and start?
The fuse should not be buzzing. Are you actually talking about a relay?
If the light is flashing it is an indication of a misfire and that raw fuel is going through the exhaust system.
If you van actually cranks I would look for spark and ensure that there is fuel pressure in the fuel line.

when i turn the key the enging does nothing, yea it is a relay, under the hood right?

What you may be hearing is the solenoid. This is the relay that powers the starter motor. Usually when the battery is weak you hear the solenoid switching but there is not enough energy to turn the engine.
Do you still haave the factory battery? I had a problem with ours in which the "post" (not really a post in GMs) had actually corroded and broke off. I believe it was on the negative terminal. This had the same effect as a dead battery. (since the energy was not getting through) Try gently tugging on the battery cables. You may also try boosting your van. to get it started. I know you said that there was lots of juice burt the starter motor uses a lot more current than anything else and often other things will work but the engine cannot be cranked.

well, I got it started with a jump, and disco'd the negative cable off the battery and it stayed running. The lights are flickery, and when i turned on both heaters front and back everything electrical would reset.the lights would flash of the dash lights and fule guage and speedo, and the overhead console, and the battery light finally came on and the traction control would shut off for a sec, but after i shut them off it was fine. . But other than that it ran fine it wasnct hesitant at all. it still wont start without a jump. I tried to have the genorator tested but he couldnt get a steady signal its like the electricity was comming in spurts so his computer kept resetting. any ideas? I am freeking out!

I have the exact same problem on my 2001 Venture as of today.
I started it - drove 5 miles to the store - then would not start. Will not turn over or anything. I called AAA and they checked and there was plenty of juice - but he tells me the Fuel Pump Relay is buzzing when I try to start it.
My remote door locks do not work, clock has been reset - and when I try to start it I just here a buzzing from the relay box. The dials on the dash seem to flicker when I try to start it.
I find it hard to believe a bad Fuel Pump Relay would cause all of this - should it not still at least turn over?
We did try jumping it dit that did not help either.........
