1999 Caravan Blower Issue

Greetings,
I'm hoping someone here can help me out. I've had intermittent blower fan function recently on my 1999 Caravan and now I have none. The blower fan resistors are intact and show basically zero ohms on the ohmmeter. I have no fan function from low to high speed (none work). Now I'm assuming that I should have 12 volts somewhere on that resistor block when I have the fan speed switch on. What I'm seeing is every terminal on the resistor plate is shorted to ground when the speed switch is on. I don't have 12 volts anywhere on the resistor block. I'm at a loss as to where to proceed from here. Can anyone help me out?
